The verb to Cologne (capital 'c') describes an activity that gestates out of a chosen inactivity that then, very gradually, transmutes into an activity to, sometimes clumsily, explain the reasons or purported reasons of that initial inactivity. It it is important to note that the initial inactivity is rather a dialectical inactivity in that this inactivity actively tries to suppress some facts which are considered of negative connotation by interested institutions.
The initial inactivity, politically incorrect also known as cover-up, gets somehow leaked and from thereon transcends into something of a higher, perhaps ultimately desired, dimension. Activities, which society had hitherto, perhaps grudgingly so and/or covered up, get blown out of proportion. Various unrelated parties, organizations, politicians, the media, and even the government latch on in order to gain certain dividends. Dividends can be of various orders and even lead to new and/or stiffer legislation. A further dividend can be, if so desired, a stigma casted on a strata of society.
Someone who Colognes has always a known and already precisely defined bogeyman. The bogeyman faces instrumentalization from all strata of society for their particular goals.
While to deceive is deemed a politically incorrect term, to Cologne is generally accepted as being politically correct.
Being Cologned is the state where a person is consciously accepting to be instrumentalized. It can attract hanger-ons who subconsciously experience a desire to be part of this socially accepted form of coming out. Social networks play a great role in this phenomenon.

A Cologner is someone who engages in the activity of Cologneing. Often and predominantly a government and/or government agency/ies, politicians, or politial parties and individuals. Journalists are notorious Cologners. It carries reputation. Cologners are known to be prone to bend over backwards profusely.
