Vice Chancellor Gabriel, can satire really do anything in Germany?

Dear Vice Chancellor Gabriel,

I saw you on TV yesterday on the occasion of the Charlie Hebdo massacre. You made the following statement there and I am referring to the news website Freitag.de:

Vice Chancellor Sigmar Gabriel responded as follows: "The citizens in Germany are at this time with their French friends. This terrorist attack will not change us in our way of life (...) It is the old quote by Kurt Tucholsky. Satire can do anything.

(Emphasis added) 

Does this also apply to government critical satire of a famous Greek artist, who in 2012 on the occasion of the large demonstrations in Athens created the famous Merkel image with swastika because of the brutal Troika austerity measures? This picture was featured in almost the entire German press and TV.

The Courts in Munich and the Jobcenter Munich disagree, after I was sued by the blackmailer and Managing Director of the Jobcenter Munich Martina Musati for publishing the image pictured below and my computer is now seized since 23 months.

I would appreciate a brief statement, because this terrible incident in Paris is not only about criticism of religion. It is about Free Speech in general, guaranteed by the Basic Law of Germany and all-encompassing. That at least is my understanding as a liberal (in the original, nonpartisan sense) of a real democracy.
