Jobcenter München, unter Verweis auf EZB Präs. Draghi et al. erlaube ich mir, um die regional angepasste Regelsatzerhöhung rückwirkend zu ersuchen

Jobcenter München,

Das Bundeskabinett hat am 19. September 2018 die Erhöhung der bundeseinheitlichen Regelsätze zum 1. Januar 2019 beschlossen. Analog dieser Erhöhung werden auch in der Landeshauptstadt München die Regelsätze angehoben. In München werden jedoch im Rahmen der Sozialhilfeberechnung höhere Regelsätze berücksichtigt, als die von der Bundesregierung bundeseinheitlich festgesetzten Regelsätze. Dies geschieht im dritten Kapitel SGB XII durch den Erlass einer Regelsatzfestsetzungsverordnung und im vierten Kapitel SGB XII durch aufstockende Leistungen in gleicher Höhe. Grund hierfür ist, dass nach einem wissenschaftlichen Gutachten aus dem Jahr 2012 der Kaufkraftindex in der bayerischen Landeshauptstadt höher ist, als in der restlichen Bundesrepublik. Zur Sicherstellung des soziokulturellen Existenzminimums ist es daher notwendig, die Regelsätze anzuheben. Aus diesem Grund hat der Stadtrat am 27. November 2018 die Erhöhung der Regelsätze wie folgt beschlossen:
Hilfe zum Lebensunterhalt (3. Kapitel SGB XII)
Haushaltsvorstand beziehungsweise Alleinstehende, Alleinerziehende: 445 Euro
In diesem Zusammenhang verweise ich auch auf das Statement des EZB Präsidenten Draghi anlässlich der PK vom 25. Juli 2019: "While labour cost pressures have strengthened and broadened amid high levels of capacity utilisation and tightening labour markets, the pass-through of cost pressures to inflation is taking longer than previously anticipated."

Gerade diese Inflation kann angekurbelt werden durch vermehrten Konsum und dazu kann und wird eben diese regional angepasste Regelsatzerhöhung beitragen. So jedenfalls Draghi auf eine Frage antwortend: "On the first question: as I said before, the transmission channel is the same as before and we do expect all this will affect both directly inflation expectations and indirectly through the support of economic activity. So we avoid a continuous deterioration of the outlook. You see, at this point it's not clear yet whether it's going to be what's been called a sag, namely a very protracted period of time at lower growth, but how much lower is this growth going to be? How long is this period going to be? We want to do everything that's possible to avoid that monetary policy might be a hindrance, in other words, highly accommodative monetary policy is there to stay for a long period of time."

Diese höheren Lebenshaltungskosten können durch den Mehrbedarf nach § 21 Abs. 6 SGB II gedeckt werden. Dieser ist zu berücksichtigen, wenn im Einzelfall ein unabweisbarer, laufender, nicht nur einmaliger besonderer Bedarf besteht und der in seiner Höhe nach erheblich von einem durchschnittlichen Bedarf abweicht (§ 21 Abs. 6 SGB II).

Darf ich daher bitten, nicht zuletzt unter Verweis auf das Urteil des Bundesverfassungsgerichts vom 09. Februar 2010 - 1 BvL 1/09, um Überweisung dieses Betrages von zusätzlich € 21,00 monatlich rückwirkend vom 01. Januar 2019 bis zum 16. August 2019. Gleichzeitig darf ich um entsprechende Anpassung der monatlichen Überweisung für die Folgemonate ersuchen, damit - und ich zitiere noch einmal Draghi - "... we avoid a continuous deterioration of the outlook".

Um Missverständnisse zu vermeiden, erlaube ich mir klärend hinzuzufügen, die EZB ist selbstverständlich für monetäre Politik zuständig; diese Erhöhung ist freilich fiskaler Natur.

Some of MMT now being taken seriously by ECB chiefs

Short excerpt from the FT (hope they do not mind). In a nutshell, printing (read keystroking) money in countries in deflation does not produce inflation.
Mr Draghi has created something novel — a “contingent safe asset” if you will. If you comply with the fiscal rules in the eurozone, you are eligible for bond-buying programmes carried out by the ECB, and are therefore as good as credit risk-free. Markets understand this. Whenever Italy’s populist government threatens to breach the rules, for example, yields on Italian government bonds rise. When the government toes the line, yields fall. The European Commission does not need to utter a word.
MMT, then, brings into stark relief the institutional contingency of the risk properties of assets. We saw this clearly after the financial crisis. When faced with deflation, money-printing countries face no fiscal constraints, but countries in Europe do. This observation remains tangentially relevant to the politicisation of fiscal policy in America, but it remains pertinent to the eurozone.
As “super Mario” approaches retirement this November, it highlights the importance of his legacy. The eurozone now has a mechanism to deal with fiscal freeriding and has clear conditions for the creation of safe assets. He may have saved the eurozone not once, but twice.
